Historical Contexts

The first year of the project involved an extensive historical review and analysis of senior secondary certification in Victoria and Queensland. The purpose of this historical review was to chart major developments, and wider debates and contestations in the evolution of senior secondary certification in Victoria and Queensland.

There is a limited amount of direct historical literature on the senior secondary certificates. As such, the historical reviews compiled for this project are the first of their kind in Australian educational research. The reviews were assembled from an analysis of generalist histories of secondary education, historical policy documents available within and through the two industry partner agencies, and media and other source materials related to senior secondary certificates. It largely focused on the past three decades given that this period has seen the most intense innovation in senior secondary certification.
